my toilet is unlevel on the side about a half inch. What can i do to fix this problem?

could it be the wax ring?

Has this toilet been where it is and was fine? or it is newly installed and rocking?

the floor is level. the toilet before it was not level. I have replace the wax ring and it was not it.
