Anyone have any ideas how to clean burgandy billiard cue chalk off of a white ceiling? We have several marks on the ceiling and really do not want to paint the entire ceiling, since it doesn't need it except for the various chalk marks.

I'd try a damp rag. Ceiling paint is not usually washable, worse if there isn't paint in the first place, so be very gentle.

I'd suggest a dry remover first, I'm afraid liquid would simply turn the chalk dust into a "paint" or "stain" and the chalky ceiling paint would soak it right up

I'd suggest a dry type swiffer or something similar, using the lightest strokes possible to try and remove it

If that type of duster is not available, I'd try other dusters before trying a liquid

Welcome to the forums!
It may be better to paint over the chalk. Unless the ceiling paint is recent it will likely show a little but not as bad as the blue chalk.
