I have a question that no one has been able to answer .

I am installing an engineered wood floor over a concrete slab Iam going to remove the base board molding and start the flooring the recommended 10mm from the wall. When completed I will replace the base board molding on the wall and over the wood flooring this will cover the 10mm expansion space.

Do I still need to install the 1/4 inch round molding that is used with engineered flooring against the floor and baseboard?
My feeling is that this only serves to cover up the expansion space and if the baseboard is doing that it won't be necesary

You shouldn't need the 1/4 round. (unless there is some manufacturer reason - I'm not a pro, but did a couple over concrete)

Did you plan on putting a moisture barrier over the concrete ? I've known people who wish they had...........
