I want to insulate my attic better that it is now.
There is some blow in fiberglass, but not enough.

Do I need to remove the old before I roll in some fiberglass bats?

There is no vapor barrier I can see, do I need to add one?

In most cases several layers of paint on the ceiling below the attic will qualify as a vapor barrier. I would not remove the old insulation and would just install unfaced batt insulation of more blown-in.
