Is there anyway to hook up a thermostat to a window a/c heater so the fan will stop blowing when the a/c or heater shuts off?
Or maybe just hook it up to the original thermostat on the unit.

No.
Most newer unit has a switch that you can have the fan cycle on and off as needed than always on. Check your owner's manual on this.
