Heat Pumps and Electric Heating - need some help with this heating system, driving me nuts

i have a older heat pump system with a new outside system, the heat works when it is on supplemental heating but my electrict bill is a is the same as my morgage!! when i turn on the regular heating the small breaker pops that is inside the unit in the house. I somehow got it to turn on yesterday and it worked long enough for me to go to sleep but woke up like a popsicle because it poped in the middle of the night any help would make my holidays alot better thanks much.

thankx for reply this breaker is inside with the blower if i open up the unit there is a small square box with a couple wires on it the system wont even turn on it just pops the relay right away. there wasnt anything done to the inside unit. the relay that keeps popping is very small and is white. The unit outside turned on last night but then popped in the middle of the night. I dont know if that re.lay box is maybe sticking or if that is what happens when they break?

Does the outside unit run or try to??? Will the breaker pop if you just turn the blower to fan on???

I am not sure what this breaker is you are talking about.. Take a photo if you can for us to see.
