I have a Kenmore Demand Special Edition Water Softener that was installed in 1998.
I think there may be a clog or something as the softener salt has not gone down at all.
Has anyone had this issue? Any help on this matter would be great

I have followed all the instructions from the owners manual and still have a clog.,

Sorry to say that that has never happened to me. I never deal with Kenmores but I do replace a lot of them.
Maybe your salt is bridged. Take some hot water and pour it into the brine tank and see if it drops a bit.

Use the trouble shooting steps outlined in the sites listed in the Sticky above these posts. Do you still have soft water?
Most probably Kenmore of that vintage needs new rotor, seals and possibly new motor. There are several posts (including mine) listing what is involved in changing these items.
