I am painting an older house, which over the course of time has settled, causing pressure cracks in the ceiling and walls. Is there a more permanent fix than just filling and sanding. I've found that the cracks usually resurface in time.

Yep, that's why there's drywall tape - use paper, not mesh.

I prefer mesh over paper for stress cracks, but some sort of tape needs to be used. And stress cracks will always invariably come back, sooner or later.

Are we talking plaster or drywall? Either way the crack needs to be cut open ALL THE WAY THROUGH! Use Durabond regular and make sure you push this compound until it goes through to the inside of the wall. Then paper tape not mesh for a better chance of it not coming back. Screws on both sides of the crack in the joists or studs are a must. With plaster you need to make a countersink dibit so the screws don't crack the plaster. I use a five in one scraper tool for this.
