I live in Maryland and the night temperature gets around 35 degrees. Lately I've been setting my heat pump to 64 or so at night and it seems like the heat pump is on all night. When I get up in the morning, its still on and the temperature is around 62 in the house. Why is this happening? Shouldnt the heat pump heat up the house, turn off, then when the house cools to below 64, turn back on again? Thank you

In reality it should. Have you had it checked out lately by a pro ? It could possibly be a bit low on refrigerant or have dirty coils, under sized. Really hard to tell without looking at it.

I have just moved into the house a few months ago. Is it expensive to have what you mentioned done? Would a programmable thermostat help or possibly shutting vents in upstairs rooms?

Depends on rates in your area. A good cleanin and inspection should run in the neighborhood of a $100 bucks. Don't fall for the $29.95 people. They are just out to get their foot in the door and sell you equipment. Ask your friends and neighbors who they use and trust.
Programmable wont help any and you should not have to close off any vents if the unit was properly sized in the beginning.

You might also check the small copper line inside at the blower unit. If all things are right and working, freon chage good. Then it should be warm to hot. If not Like Matt said call a tech it will pay.
