I live in Centra Virginia
I have a 1300 sq foot home
I have an additional 900 sq feet of finished basement

I currently have an original 2 ton unit that was installed prior to the basement

My most recent quote from a hvac tech was to stick with 2, maybe a 2.5 ton unit. This seemed too small to me, given the extra basement

We were cool in the summer, though

What should I do?

Your HVAC company should do a heat-load on the home! This is the only way to tell what ton unit you need. Their are couple of descent company's in your area that should be able to do this.

Southern air has more top guys than anyone.
Campbell has a couple of good guys.

Be sure and get 3 bids for the job. Make sure that they run a heat lost and AC load on the home.
