Anyone have step-by-step instructions to rebuild a Toro 521 Electric start motor? I've soaked the shaft in WD40 and it moves freely, but I understand it shoud snap back by itself, driven by the spring. It doesn't. Suggestions?

It will not snap back. If you notice the spring is very light and is only to prevent the gear from vibrating up (down, I think, in your case but you didn't post the engine specifics) the shaft and contacting the flywheel when the engine has already started and is running. Inertia, alone, sends the gear back to it start point once the engine has started, the spring has very little play in the start sequence.
