First, the engine was surging at low speeds. Cleaned out carb. Now surging less but still has very little power. When under load, the engine will sputter, pop (almost blowing the air filter off) and will have to restart, and move very slowly. Changed all carb gaskets. This seems like a common problem. Is their a common solution?

Sounds like the carburetor still needs cleaning. Did you soak it in a bath-type cleaner?

No, where would a person get this "bath wash" stuff? Do I have to remove everyting, including breaking the pilot screw to remove that? More parts to order.:( Thanks for your response.

The bath type cleaner is available at most auto parts stores. Napa carries a good one. I would not break any screws (I assume you're referring to the air/fuel mixture screw?) unless there was evidence that they needed to be removed. Follow directions on the can.
