We will be sanding the concrete walls, that the wall paper uses to be glued to, and adding a skim coat of joint compound then paint. A couple of questions:
Is sanding enough or do I need to wash the old glue off? If washing is necessary, what soap or mix is best?
We will be using an Acrylic latex paint. Any primer and or sealer first?
Thank you in advance!!!

It is best to remove all the adhesive, most any detergent will do but the main ingredient is elbow grease  Be sure to rinse off any soap residue.

You should prime the new j/c. Most any latex primer will do although the top coat of paint [that you plan to use] should be considered when choosing the primer.
