Hi all,
When the builders "finished" the bathroom, they left about an 1/8" gap between the baseboard and the ceramic tile floor. This includes the area immediately beside the tub, and although I try, water from the shower ends up on the floor, and yes, makes its way under the baseboard.

Is caulking around the base of the baseboard the right thing to do? If so, what kind of caulking is best?

Yes, caulk with silicone designed for baths (has anti-mold agents), you can choose colored or clear caulk.

The gap at the tub is right (though it should have been caulked) because grout will crack out of this space when the tub flexes.

I suppose your installer thought that a gap to caulk under the base would protect the base and the wall under from water damage. I haven't done it, but I can see why someone would.
