My contract has run out on Brinks. Does any one know if I can have them disable monitoring and just have it as a local system?

There's no reason why not, if you own the equipment. Just tell them you want to discontinue monitoring, and have a local system. They may not like it, but they should just turn off the communicator. However, if you have fire, you may be (should be) getting a discount on your homeowners insurance.
Also, depending on the panel, you may be able to get in programming from a back door, and turn offthe communicatator yourself.
Check your contract and make sure there isn't an automatic renewal clause, but I'd cancel in writing anyway.

In general, Brinks panels are nearly impossible for most people to change any settings in. Your best bet is to have them turn off the dialer and set it as a local only system.
