I have a 3 year old coleman heat pump and the blower is starting to act strange

it has never been a bit of a problem and now it will kick on and make a whining sound and seems to not be running at full speed, if you turn it off it will start back up normally.

it seems that it is not turning at full speed when it is making the whining sound, but it is fine at times and makes no whining sound.

it seems to be doing it more often each time it does it.

it started up and was doing the whining and runnign slow today and I just let it run and watch it, after about 5 minutes it started up back to full speed turning and the whining stopped

any ideas?
