can you just run the fan and heat strips without running the compressor?

if you have a heat pump, yes.. Turn the switch from Heat to Emrg heat.

Why don't you want to run the heat pump's compressor?

heat pump is 30 years old and pretty much shot, when the heat kicks off the compressor still keeps running and blows cold air

Then would be a good time to plan on a new Heat Pump system for comfort, and most of all saving on energy. Running the electric heat strip is going to kill you on your electric bill.

Im with Jay 30 years old for sure get a new one. Then you say this.

when the heat kicks off the compressor still keeps running and blows cold air
It could pay to have a tech look at it. The comopressor dont heat the home now when it runs so the elements come on. When the home gets warm some the elements will shut off. But the tstat is still calling for that other 2o of heat that is why the compressor runs. So why dont the compressor put out heat if it runs. Thats why I say have some one look at it . It might pay.
