kitchen ceiling has cracks in texture no signs of water damage above kitchen ceiling is bedroom,is there a way to just repair the spots or will i need to redo the whole ceiling

Yes, you can spot repair. Keep in mind that matching texture can be difficult, so practicing on waste material like cardboard until you have the hang of it is a good idea.

Are they drywall stress cracks or texture compound cracks?

not sure on type of texture house built int the 90's ,i peeled a piece down it like it not sticking to the drywall any more

Might get better results pulling it all down and starting over.

You will need to remove all/any texture that is loose. You will then need to sand or skim the edges with joint compound and retexture.
