I'm going to install a suspended ceiling in my basement. Should I be wiring my recessed lights before installing the ceiling or after ?

It is always easier to pull cable without the grid in the way, but you can do it either way. Just run your cables with a long enough tail so you can adjust them as you install your grids. Then install the cans themselves into the panels, supporting them properly on the grids themselves, wiring them as you go.
