3 yr old 13" Sylvania. Top 20% of screen has correct colors. Bottom 80% all colors are either green, purple or gray, mostly green.

Inexpensive TV ... not worth taking to repair shop.

1. What are the common causes of this problem?
2. Any diagnotstic steps I can try? I'd like to try and repair it myself before I trash it.

Did you recently move the TV or move something with a magnet or motor near the TV? Speakers and receiver power supplies can sometimes magnetize the screen and cause discoloration in the picture. It's a long shot because your color description doesn't fit, but it's worth a try to unplug it, move it, and plug it in somewhere where it's away from any other electrical devices. When you plug it back in it may automatically degauss itself.

The television has not been moved and there are no magnets or electrical equipment near it.

However, there was a power outage and I believe the TV's picture turned green after the outage.

Is there a way to degauss the tube if it does not degauss itself?

They sell tools for it, but I don't think it would help in your case. Most likely one of your boards is toast or the tube neck is damaged.
