In my basement I have recessed flood lights. The house is about 20 years old and I assume the original fixtures are still in place. About a month ago one of the fixtures started turning on and off. At first I simply thought it was the bulb, but I changed the bulb and it still turned on and off about every 2-3 minutes. Each time it turns on and off, there is an audible clicking sound. I noticed that I can still hear the clicking every 2-3 minutes even when there is no bulb in the socket. Any ideas?

Did you recently change the bulb to one of higher wattage? Replace the bulb again with the same wattage as what was in there before the problem started. Sounds like the thermal overload is going off because the fixture overheating.

It does sound like the thermal overload. They do sometimes go bad.
