i am just beginning to build a mower. i dont plan on racing it but would like to be able to cruise around at a good speed and have some fun on it. i have changed my back pulley to a smaller size. and it has helped. i would like to know how to make it faster inexpensively. any help would be nice.

Making it go faster comes down to gearing and engine RPMs.
1. Speed up the engine
2. Make the engine pulley larger
3. Make the axle (driven) pulley smaller
4. Use larger diameter tires
The faster gearing is a compromise on acceleration with a fixed ratio gearing.
Transmissions and variable speed pulleys help out in this respect.
Hope this helps,
Bob
