On my Honda TRX 300, the wiring harness is trash, the battery is crap, and the CDI box is most likely not working. So to find a cheaper way to get my quad to start I was wondering if I could use a voltage regulator, such as a LM317, on the wire that comes off the pulse generator and run it to the ignition coil. This way I can just use the kickstart rather than use an electronic start. I would like feedback on this method, and if any other voltage regulators that are better I would like to know. I do know that I will most likely need to use heatsinks.

Are you wanting to keep the other electrical components or just have an ignition on it?

Just the ignition coil and the wires that run to it from the pulse generator.

The voltage regulator is battery oriented, working supply current on and off as the charge level in the battery changes. Without the other electrical components you wouldn't need the voltage regulator. However, you will still need either points or the electronic equivalent (CDI box) to trigger release from the coil for the spark and also allows for any timing you have to do.

In a cross application, I'm not sure how a voltage regulator would serve the purpose of the CDI unit.

Ditto what marbobj said, you want an ignition module (CDI box), not a voltage regulator.
