I want to paint a dinning room table blk , what paint do I use?
Do I have to sand it ? Do I have to use a gloss to make it shinny ?

You definetly can't skip the sanding! You need to use an solvent based primer and prefferably an oil base black enamel. The sheen of the finished product is directly related to the sheen of the enamel you use. Enamel comes in 3 basic sheens - satin, semi-gloss and gloss - you'll want to use gloss.

Welcome to the forums marcusrav!
Normally you don't need to remove paint to apply fresh paint. Any wax or cleaner residue needs to be removed before sanding.
What type of finish is on the piece now? What would you like to paint it with or have it look like when finished?
