Is there any harm in using IC can lights even if there won't be any insulation near the can. To me the IC contact cans would cover all bases whether there is insulation or not.
Other than the obvious of insulation contact what benefits do non IC cans have over IC contact ones.

Yes, you can use IC cans anywhere.
IC cans typically cost a bit more, and they are more limited in the maximum wattage bulb they can accept. If neither of these bother you, then go for it.
