I have eight, 8' double florescent lights in my shop.
I went in to day and they hum and one light comes on.
If I move the bulbs all the bulbs light up.
When I trun the switch off and on the same things happens.
Any ideas?

Either the circuit is not properly grounded, or the ground between the main fixture body and the reflector is not complete.
Look for unclean connections between the different metal parts of the fixture, and an improper full size ground wire feeding the fixtures.
