Can an impact wrench be used as a hammer drill?

I think an impact wrench just spins until it starts to get tight then hammers to tighten more. A hammer drill vibrates all the time it is pushed forward. So my thinking is NO. The impact would only impact when the bit was almost hung up thereby probably breaking the bit.
Another way to see the difference is the impact hammers when the pressure is sideways (or turning) and the hammer drill hammers when the pressure is forward.

How are you going to get the wrench to hold a drill bit?

An impact wrench only produces rotary motion. The impact is in a circular direction to produce rotation.
A hammer drill or rotary hammer produces impact along the axis of the drill bit or chipping tool in the chuck. It may be used with or without rotation. With a carbide drill bit, rotation is advisable. For a chipping operation, the rotation is turned off so that the blade of the chipping bit stays flat on the surface being chipped.

I have both tools but each serves a separate purpose.
