I would like to re-carpet the porch myself. There is currently an old and dingy carpet which I will tear out. I am not doing anything fancy, probably Carpet Dept/Home Depot / Lowes. Any tips on making this an easy install.
The room is a rectangle about 10x5.
1) Will they cut the rug for me?
2) Should I buy a little big?
3) What do I use to tack it down?
4) What other tools should I use
5) How hard of a job on a scale 1-10?

I've never done this before, but
1) They should! (I really don't know though)
2) Yes. 25% overage
3) Adhesive or double-faced carpet tape
4) Sharp utility knife
Straightedge
Tape measure
Scissors
Notched adhesive spreader
50 lb. carpet roller
5) Never done it before, but I'd say it's not "simple" but not impossible either. If you've done DIY stuff before, you should be able to do this yourself.
Check back as the pros may chime in here for more info. ;)

Carpet can be glued down or tacked down. I believe gluing to be a DIY project, but not tacking it in place. Smokey is a member here who believes tacking down is a DIY project and I'm sure he will chime in shortly to offer his help should you disagree with me.

What sort of surface is on the porch? I realize there is old carpet there now, but what is it covering? Is it some sort of sheet material, like plywood or something, or is it planks or perhaps concrete? If it's planks, I would just staple the new carpet in place and trim it to fit. If the surface is some sort of sheet or a slab, glue down would work. You can also just loose lay it. Once it is trimmed to fit, it really can't go anywhere. You say your porch is ten by five. The material will most likely come twelve wide. You need at least an extra three inches all the way around in order to have something to trim to fit. With twelve wide goods, you'll have plenty of extra on the ten foot part of the porch. Consequently, you need a five foot, three inch piece of twelve wide material, provided the five foot dimension is accurate. Any good rental place should have an electric tacker. If the floor is wood, you can use it to staple the material around the edges if you don't decide to just let it be loose laid. I'm not in favor of glue in these cases. Porch carpet normally gets dingy fairly regularly and not gluing it allows for easy removal later.
