Have a John Deere 826 Snowblower with a 8HP Tecumseh engine. The throttle cable will move but the engine only stays at full throttle and will not idle. Any suggestions?

Inspect the throttle cable from the lever to the carb.Most cable assy's now come with a plastic outter housing.I'll bet that it's broken somewhere and can't be held still and that's why it doesn't effact the throttle on the carb.
