I have already bypassed the lid switch, with no changes in the behavior of the spin cycle in the normal setting. The delicate and perm press spin cycle works perfectly fine.

What's wrong? Is my timer/panel messed up?

If so, can a get a replacement?

The lid switch prevents any spining when the lid is up so the lid switch isn't the problem. WP washers with that many cycles use a two-speed drive motor. High Spin is used normal wash while Low Spin on delicate and perm press. On delicate and perm press, the motor actually starts on high and as it comes up to speed, it shifts to low. Can you tell if this happening? It sounds like the motor is "probably" ok and the problem would be be either the timer contact for high spin or the hi speed connection inside the motor swtich might be open or possibly an open wire in the harness or the motor itself. The timer is the most likely culprit. Look inside the console and you should find a service sheet that includes a wiring diagram and a timer chart. Use a voltmeter to test and see if there is voltage at the motor switch when the timer is set to normal cycle spin. If no, backtrack to the timer to eliminate the harness. If yes, test the other side of the motor switch at the wire that goes into the motor.
