After searching the web for an hour and checking all of the local stores, it is apparent that 1/4" inset hinges are no longer made (3/8" is now standard). Has anyone been able to locate this type of hinge? Is it possible to use a different type of hinge? Any suggestions would be greatly appreciated. Thanks.

The only one I could find is the Amerock 1/4" Overlay Double Demountable Hinge. While it's name indicates 1/4" overlay, the product description says: "This Amerock double demountable self closing hinge is made to fit cabinet doors with a 1/4" inset."
If that doesn't work you might need to use 3/8" inset hinge and make some 1/8" shims out of nylon or acrylic or something, to slip between the hinge and the cabinet door.
