i looked at a guys 91 toro wheel horse riding mower. it has a 12.5 Briggs V-twin engine. it will race extremely fast and when it idle it will die. all he did was change the battery and the next day it went nuts. any ideas. i noticed that the governor seams to be tight and takes a little effort to move could this be it. how would he go about fixing it. hes great with car engines but knows nothing about mower engines. engine model number is E125V-N/10964B SERIAL 69036588666 and its a toro wheel horse model 21255 any suggestions
