I am building 2 brick piers with lights on top, one each side of my driveway.Since my street is not level there is an 11 inch difference in level from on side of my driveway to the other.I have been given advice to build both piers the same length off the street and not have the tops level,and I have been given advice to build both piers level makeing one 11 inches taller the the other. I agree with one of these but I would like some advice so see if I am right.

how about a third possibility?
I would suggest making the ground at each point level with the other point so you can build both piers the same height and they will be equal in total height.

Make the elevation of the lights the same - level with each other.
At night no one will notice the ground level difference in the dark, but will notice a "crooked" light.
During the day, a 11" difference might be logical in comparison to the surrounding areas, especially since your driveway is probably reasonably level from side to side. - Some landscaping and shrubs can soften any perceived height difference.
