We have a built-in Victorian-era bathroom cabinet with a mirror in the door that has become so grey, it is difficult to see a reflection. There is really no way to remove the glass from the door without compromising the quality of the frame and wood. Is there a way to attach a new mirror to the surface of the old without potential damage? Any alternative ideas?

Since I can't see the piece you're looking at I won't fault your assesment of the situation BUT...

In over 30 years of dealing with furniture repair & refinishing I have yet to come across a door mirror that couldn't be removed without destroying the integrity of the piece.

It can be a tedious process and in one instance I can recall I actually had to take the door apart. The finished work, however, showed NO signs of having been tampered with.

Please post pictures with a link here (both inside & out) so we can get a better handle on the problem you're facing.

As a last resort, if you feel you won't be able to take the mirror out, you can ahere a 1/8" mirror on top of the existing mirror.
