At home we have a toilet we have a toilet which sometimes flushes sometimes not.
If you wait and make sure the cistern is full it usually but not always flushes.
Sometimes you can do this but with no luck.
Seems to be hit and miss.
Any ideas what to tweek or change, thanks

How old is the toilet?? there should be a date on the tank. If the toilet is OLD, replace. I like Kohler Wellworth, about $135 at big box.
Make sure the tank is full to the 'fill' line. Adjust the float as needed.
Make sure the fill hose is in the overflow tube, but not too far, it can cause siphoning if it is in too far.
Check for calcium deposits around the siphon jet area, scrape off if yes.
