Yes I would like to build a closed in bench for my deck. I want to store things ex: (patio chair cushions....) and be able to sit on it as well. something relatively simple where i could lift the top or seat part and put stuff in there. something solid that I could move out of the way if necessary (not permanent). I live in a 4 season climate. If anyone has an suggestions or plans to go about this. It would be greatly appreciated. thx :)

A steamer trunk on casters comes to mind!!

Watertight, movable, and about the right height for a bench.

If you try building it with decking material, it's not going to be watertight.

If you don't put it on casters, it's going to scratch the decking when you move it.

And anything other than about 19" above the deck isn't going to work for a bench.

Look at deck books from the library - I found several different plans for storage benches. None were waterproof since circulating air will keep things from molding and whatnot. Some were fixed and some could be moved but the casters would make regular moving much easier.

I bought one of the big plastic resin storage benches they sell at the big box stores. Works great, holds a ton of stuff.
