In our new house in eastern Ontario, the living room is partially located above out garage. The heating ducts are flex tubing running through the garage. There is some insulation on the ducts, but replacing them with solid pipe has been recommended. There seems to be some insulation, but there doesn't appear to be a vapour barrier.

The existing joists run perpendicular to the route for the ducts, so I need to add some new joists and drop the ceiling.

1) Where should the vapour barrier go? I was planning to put it between the existing and new joists. Insulation would go below (between the new joists), and then covered with drywall.

2) The new heating ducts would run through the new insulation.

Is there a better way to do this?
