I just moved into a condo and am having problems with the dryer. The landlord has sent a repairman twice to fix the problem but it still remains. It's possible that the vent may be clogged up near the roofline where the vent comes out or it may be that he just needs to buy a new dryer. If the problem persists and is not fixed, is it possible that I would have grounds to break my lease.

Review your signed lease agreement for what constitutes legitimate reasons to break the lease. Send your landlord a certified letter explaining that the problem has not been fixed and that you insist that the dryer should be repaired immediately. Too, explain that you will be forced to break the lease because you must have an operable dryer.

I disagree. If a dryer is not working it is not a issue you can break your lease over. Only if there is a clause in your lease. Which I doubt there is one. A dryer is not a habitablility issue.
Where as a non-working heater would be a habitability issue.
Let the LL or manager know of the problem by written notice only. Followed up by a phone call. It could be a employee problem. It could also be that a written repair request is the proper procedure and you were not made clear on this point.
