I bought and installed an new toilet.
It has started 'running' or filling constantly, albeit a very slight rate.
I tried adjusting the float ball, but that does not stop it.
I can nudge the entire arm up just slightly, and it stops the flow.
Suggestions?

Despite the apparent lack of age,the ballcock's seals (gaskets/rubber washers,stem assembly etc.....dependant upon design and model) either have gone bad or were bad to start with(slight possibilty there is grit etc within the assembly but that too would cause damage to seals).Either it will need repair/rebuild assuming you can find the parts or replacement which I would suggest a Fluidmaster for that as it is reliable and easily maintained.A few types of ballcocks have various adjustments that might help you but that too would be brand/model specific as many will not.
