It could either be flooding or you could have a weak spark or low compression. Is the engine relatively new or would it be older than mid eighties?
Make sure you have good fuel first and the choke is moving from on to off properly. Check the plug for light brown coloration on the porcelain tip. If it's sooted up you have an overly rich mxiture = carb problems.
Do you have a bright blue spark (good) or a yellow spark ( poor)?
If the spark is good and there is a shutoff on the fuel line (or you can pinch it) shut off the fuel to the carburetor. Pull out the plug, turn the choke to off, throttle to fully on, and spin the engine about a dozen times. Try to start it again.
If not starting, leave the fuel shut off and put a spoon full of fuel in the cylinder, hold the throttle to 3/4 position and try to start it. If everything is working it should start for you. If not post back.
Hope this helps,
Bob
