Hi, We just bought a 20yo house. Whoever 're-did' the bathroom painted overtop a bad Wall-Paper removal job. There's alot of roughness on the walls from where they tore the Wallpaper off.
Can I 'Skim Coat' over-top the painted walls? How can I make the walls smooth again?

Generally there is no problem with skim coating over paint. Whenever skim coating over enamel you should sand the paint first to allow the j/c to bond better - but then sanding first is always a good idea :D

Use all purpose mud for the first coat. It will stick better.
