To remove water stains from fabric, we use distilled water, dabbing it on and gently feathering it outward till the stain's gone. However, since the oil cloth is that old that it actually has a water stain on it, it may be impossible to get out the DIY way, both because it's too set in and also because it might start to disintegrate or fall apart when rubbing on it. If it's worth anything (value wise or personally) you might want to consider taking it to a professional that restores old fabrics.

Anything old, fragile or valuable is usually best left to a pro.
