Our patio is concrete, raised about 2 feet and edged with bricks. The problem we have is that, when it rains, we get huge puddles of standing water. Is there some way to coat the patio or something we can put on the patio, a skim coat or something, that we may be able to level in such a way that the water all rolls off?

What you have are called "birdbaths". They are the result of poor workmanship (low spots) when the slab was poured, and, unless concretemasonary or one of the other concrete pros comes in here and corrects me, there is no cure for them as far as any sort of an overcoat. There's just nothing there for the overcoat to adhere to.

One way to fix them is to use a masonary saw and cut a very shallow kerf from the low spots through the high spots to give the standing water a downhill place to go. Keep the saw kerfs in a pattern so they don't look bad.
