I am considering installing a 3 &1/2 bruce oak floor in my living room and dining room. Area is approx 400 SF. Could you please tell me what I would expect to pay in installation costs only to remove the carpet, carpet pad and nail tacks, prepare the floor itself (assumiung underfloor is ok as is), remove and reinstall baseboard molding, and install the hardwood floor. Any help would be greatly appreciated.

There is no such thing as "a going rate"
All contractors have different costs to run a profitable and respected business. Cost vary from region to region, and contractor to contractor.
Value is not expresssed in the cheapest price.
I'm by no means the cheapest bid. Most of the time, I am the highest, but the value I bring to the table, outweighs the cost.
The golden rule of construction trades.... You will always get what you pay for!! Meaning if you go cheap, you get cheap, seldom meeting your expectations.
