I just pulled up the old carpet runner that I had glued on the cement steps that go from my garage to the house. I found that the old glue had mostly crystallized underneath. Can I just scrape off what I can and then lay new glue and carpet over the old? Or, must I completely remove the old glue before I lay the new glue and carpet over it? If so, what would I use?

Scrape all the old residue off. It being cystalized, will make it easier. Outdoor carpet adhesive and the right trowel notching and you should be good to go.
