I need instructions on how to make decorative electric cord covers for lamps. The cost for ruched silk cord covers online run $35. Any tips appreciated. Fabric ideas, measurements, safety info.

Are you talking ceiling type chandeliers or table lamps?
For a ceiling chain cover make it about 2 1/2 x the length, press under about a 1/2" each side, plus top and bottom, and get some lightweight velcro (sew on type) and cut in half lengthwise, then stitch it on each side. Wrap it around, velcro and scrunch it up. To determine the width, get a piece of scrap, wrap it around the cord and scrunch it up and you want it wide enough so be able to scrunch it nicely, plus 1" for each hem, probably about 6" total.
You can get whatever fabric you like but you don't want it too heavy or it won't scrunch up nicely.
As far as safety, it's no different than hanging curtains up. If this is for commercial property, then you'd probably need to have the fabric fireproofed, but check with the fire marshall.
If they're table lamps and you're trying to hide the cords, I guess you could do the same, but maybe not scrunch them as much and use a color fabric that blends in with the walls.
