I removed the old carpet and tack strip from an area about 9 X 12 under my dinning room table. There are hard wood floors long all sides of this area(no walls), but concrete under the carpet area with about 1/8 to 1/4 inch between the wood floors and the concrete. My question is do I need to put down new tack strip, or can I put down new pad and then glue the carpet to the concrete along the wood floor? if so what would I use to glue it? Do I need a power stretcher?

If you dispense with the pad and full spread glue the carpet to the concrete, you don't need a stretcher or tack strip. If you want to keep the pad, but not use tack strip, a double stick install is your best bet. The pad is glued to the concrete and then the carpet is glued to the pad. Any other install requires a stretcher and tack strip. The carpet will begin to wrinkle fairly quickly if not.

If you want to glue it down, go ahead. If you want to tack it down, hire a pro - tools needed that aren't DIY.

Although carpet is one of the more difficult floor coverings installs, it ain't rocket science. Any one with a bit of mechanical aptitude, given proper instruction, can do it. Tools are available at most any good rental place.

This happens all the time - smokey and I disagree on whether carpet stretching is a DIY job. Neither one of us ever changes our mind.
