Air Conditioning - Fan blows, compressor runs, freon full, but still not cold

The outside Carrier unit (12-13 years old) is kicking on, but the air blowing out the top isn't hot at all. I jabbed one of the freon fittings and there's plenty of pressure. Also, the air is flowing through the ductwork fine. However, none of the copper pipes are changing temperature.

What should be my next step?

Normally if the two copper pipes are the same temp and around ambient temp it is not running.

What you can do is turn off the power to the outdoor unit, remove the service panel and inspect your wiring and take a good look at the capacitor and see if it's buldging.

I remember the capacitator looking old and worn out (surface rust), but nothing out of the ordinary. I imagine a bad cap would look like a swollen AA battery (larger, of course), right?

Would I be able to get a cap at HD/Lowes?

For a capacitor try any AC shop, Supply company or electric shop. They can look good and still be bad
