First off, thanks to everyone and the wonderful advice I found in this forum. almost all of my questions were answered with a simple search. The only outstanding questions which I could not find answers to are:
Can the Safewatch 3000 / Vista 20-P send an X-10 All Lights On command? If so, how?
What is the output action to be sent to turn a X10 controlled light on? When the alarm is triggered, I want the lights to come on and stay on until the alarm is disarmed. I think I understand the rest of the *79 and *80 commands, but output action seems to elude me. I would think it is stay closed, but I want to be sure.
Oh, and the Output No. defined in *79 is the X10 unit code (1-16), correct?
Thanks in advance.

For the output action, you want "stay closed" (why Ademco couldn't just say "latch on" like most everyone else...) Otherwise, you seem to have it worked out.

Thanks MrRon.
Do you know if there is a way to have the system send the "All Lights On" command upon an alarm event?

I think that has more to do with the capabilities of your X-10 system. If you have a module that can be triggered to retransmit the all on command, you can do it that way, but the capability of the alarm interface is really designed for triggering individual modules.
This is a "dancing bear" function.

I guess I could always send an ON command to all 16 addresses.... :D

Yes you can just set all the modules to say address 1 and then when the alarm is tripped all modules come on.
