I have patched a hole in the drywall using a steel mesh square and spackle. Can I now hang a bathroom towel ring fixture in that patched area?

I wouldn't hang anything there. Chances are it is just going to crack and crumble, as a screw wouldn't have much to hang onto on a patch. You might get it to stay at first, but any pressure (like hanging a towel) is going to yank it right out of the wall.

To do what you wish, you would have to remove a large piece of drywall, say 16"x24". The new drywall would have to be nailed/screwed to studs, taped and finished. The patch you applied is cosmetic only, there is no structural integrity to it. Hang anything on it and it will fail.

I agree with the above, it is better to install the towel rack in a different location!
